The operational flexibility of a device should be understood as the range of its capacity to produce products, while “processing volume” refers to the portion of the device that is used for processing according to demand. As for “flexibility,” it is definitely necessary; that is another regulatory requirement. For example, with pressure vessels, there is a range of operational capabilities. But it is not the limit; the setting of this limit is subject to strict regulations and is provided for reference only.

Why can’t the production capacity exceed 100%?

Considering that in actual operation, the production process can fluctuate due to various reasons, the equipment needs to have a certain degree of safety redundancy. This is the 60%~120% mentioned here; in other words, the production capacity fluctuates within this range, and the equipment is acceptable for that, though it’s best to avoid frequent fluctuations. If the capacity is below 60% or above 120%, it can lead to severe wear and reduced lifespan of the equipment, and in serious cases, it may pose safety hazards.
