In some cases, voluntary standards must be implemented: (1) If a voluntary standard is cited by relevant laws, regulations, or rules, it acquires corresponding mandatory force and shall be implemented in accordance with the relevant provisions of those laws, regulations, and rules. (2) If a recommended standard is publicly declared by an enterprise on the product packaging, instruction manual, or a standard information public service platform, the enterprise must comply with that recommended standard. If the products manufactured by a company do not conform to the specified standards, it shall bear corresponding legal responsibilities in accordance with the Product Quality Law. (3) Where a recommended standard is used by both parties to a contract as a basis for the quality of the products or services delivered, such standard is binding on both parties; they must comply with it and bear legal responsibilities in accordance with the provisions of the Contract Law.
In simple terms, the recommended standards must be followed in any of the following situations: 1. When referenced by mandatory standards； 2. The method specified in the contract ； 3. Those explicitly adopted by social organizations, enterprises, or other organizations ； 4. Other circumstances that must be implemented as stipulated by laws and regulations.
