What kind of device is this? What are those strips on the outside of the device? Are they heat tracing tubes? Why isn’t it designed with them wrapped around?

Those strips on the outside of the equipment are probably a way to insulate it.
Are you referring to something like corrugated paper?
Yes, some storage tanks use this type of narrow galvanized sheet for insulation, but I’ve not seen it used on towers.
Use thermal insulation jackets; chemical plant storage tanks often employ this type of thermal insulation jacket
