Xinjiang Zhongxinjian Coal Industry Co., Ltd. plans to build a 1.5 million-ton coal-to-olefins project in the Hongshan Industrial Park of the Naomaohu Economic and Technological Development Zone, located in Hongshan Farm of the 13th Division of the Xinjiang Production and Construction Corps. The project mainly involves the construction of air separation, coal gasification, purification, methanol synthesis, MTO, polyethylene facilities (a 350,000-ton/year FDPE plant and a 400,000-ton/year LLDPE plant), polypropylene facilities (450,000 tons/year + 300,000 tons/year), a POE plant (50,000 tons/year), and an electrolytic water splitting hydrogen production plant with a capacity of 50,000 m3/h. In July 2024, the 13th Division of the Xinjiang Production and Construction Corps conducted the first public announcement regarding the environmental impact assessment for this project. Planned investment: 30 billion yuan. Scope of construction: This project is a demonstration project for clean energy generation through the integration of coal chemistry with green electricity and hydrogen, carried out by Xinjiang Zhongxinjian Coal Industry Co., Ltd. The production facility consists of a polyolefin plant with an annual capacity of 1.5 million tons; it includes air separation units, gasification units, purification units, methanol synthesis units, MTO units, polyethylene plants (350,000 tons/year FDPE unit + 400,000 tons/year LLDPE unit), polypropylene plants (450,000 tons/year + 300,000 tons/year), POE units (50,000 tons/year), and an electrolysis water splitting unit capable of producing 50,000 Nm3/h of hydrogen ； This includes the process production equipment, as well as the accompanying utility facilities, auxiliary engineering facilities, environmental protection facilities, and factory roads.
