Can project technical upgrades that originally used petrochemical standards be changed to use fine chemical standards instead?

A project at our organization was constructed in 2019, following the petrochemical regulations at that time; now this project is set to undergo technical upgrades, which involve preparing new specialized designs for safety facilities as well as the overall project design. Since some spacings are not adequately covered by the petrochemical standards, should fine standards be used in the new design?
Our plan is to redesign the safety facilities and reevaluate the spacing. What do you think is the best way to do it?
