Shanghai Hytong Energy Group Co., Ltd. (hereinafter referred to as the \"Bidder\") is calling for bids through an open tender process for the EPC general contracting of the 36,000 standard cubic meter per day hydrogen production project based on wind and solar energy in Fuyuan, Yunnan, as well as the hydrogen production project related to the vehicle capacity platform construction. The conditions for conducting this tender are now met, and interested potential bidders (hereinafter referred to as the \"Applicants\") are invited to submit their bid proposals. Basic information on the tender project: 1. Tender number: QTZBWJ-202500009. 2. Client: Shanghai Hytong Energy Group Co., Ltd. 3. Project name: EPC general contracting for the hydrogen production and refueling integrated project combining wind and solar power in Fuyuan, Yunnan, as well as the vehicle capacity platform construction project. 4. Project location: Fuyuan County, Qujing City, Yunnan Province. 5. Bidding method: Open bidding. 6. Project scale: 6.1 Hydrogen production station section (1) Construction scale: Total hydrogen production capacity is 36,000 Nm³/h. The construction will take place in two phases: Phase 1 will involve building a hydrogen production facility with a capacity of 12,000 Nm³/h, while Phase 2 will see the construction of another facility with a capacity of 24,000 Nm³/h. (2) Construction contents: The construction contents of the hydrogen production station include a hydrogen production workshop, hydrogen storage tank area, hydrogen compression workshop, combined dry-wet closed cooling towers, circulating water pump room, accident water tank, boiler room, control room, comprehensive building, chemical water treatment workshop, industrial wastewater treatment workshop, comprehensive water pump room, air compression nitrogen generation room, hazardous waste storage area, machinery repair room/spare parts room, step-down substation, as well as other supporting utility systems and auxiliary equipment. 6.2 Hydrogenation Section (1): Construction scale: 1 hydrogen purification station with a processing capacity of 2000 Nm³/h ; There is 1 integrated energy station with a hydrogen production capacity of 4,000 kg/day, along with charging stations. (2) Construction contents: This project mainly includes 1 hydrogen purification station and 1 integrated energy station. The specific construction contents for each station are as follows: ① Hydrogen purification station: It includes process production equipment within the land use boundary, individual buildings and structures, utility systems, as well as outdoor facilities. The process production unit includes processes such as catalytic deoxygenation, adsorption drying, and filtration for dust removal. The utility systems and outdoor works of the hydrogen purification station include the process outdoor pipeline network, electrical systems, instrumentation, communication systems, water supply and drainage systems, HVAC systems, fire protection systems, roads, landscaping, fences, etc. ②Integrated energy station: includes process production units within the land use boundary, individual buildings and structures, utility systems, as well as outdoor facilities. The process production equipment includes a compression system, a hydrogen storage system, a hydrogen filling system, a hydrogenation system, an instrument air system, a cooling system, charging stations, etc. The utility systems and outdoor works of the integrated energy station include process outdoor pipeline networks, electrical systems, instrumentation, communication systems, water supply and drainage systems, HVAC systems, fire protection systems, roads, landscaping, fences, etc. 7. Total planned duration: 820 calendar days. Planned start date of work: January 5, 2026; planned completion date: March 31, 2028. The actual start date shall be subject to the start order issued by the supervision unit, with the total number of calendar days remaining unchanged. 8. The scope of the contract includes (but is not limited to): engineering design, surveying, mapping, design, and research during the preliminary design and construction drawing stages, as well as the preparation of as-built drawings; procurement, supervision during production, transportation, secondary handling, and management of equipment and materials (including supervision during production, transportation, secondary handling, management, installation, and commissioning of equipment provided by the client); and preparation for construction as well as the actual construction work ; Equipment installation and commissioning ; Cooperate with all special inspections, commissioning inspections, trial runs, project handover, and final acceptance procedures ; Services during the warranty period ; Hydrogen production station: water electrolysis for hydrogen production, hydrogen compressors, chilled water station, instrument air compressor station, nitrogen storage tanks, comprehensive pump room, circulating water station, desalinated water station, accident water tank, central control room, central laboratory, substation, office building, warehouse, intelligent hydrogen energy management system, plant-wide water supply and drainage network, plant-wide external pipelines, plant-wide telecommunications systems, plant-wide lighting and power distribution, plant-wide fire protection systems, plant layout plan, external pipelines, foundation treatment, etc ; Integrated energy station: hydrogen compressors, hydrogen filling, hydrogen refueling, hydrogen storage, charging stations, chillers, auxiliary rooms, station building, canopies, fences, as well as internal water supply and drainage systems, lighting and power distribution, control systems, communication systems, fire protection measures, site planning, foundation treatment, etc ; Pipeline between hydrogen production station and integrated energy station: pipes, valves, as well as excavation, backfilling, installation, etc.; the pipeline is approximately 1 km long ; Hydrogen purification station: feed gas buffer tank, feed gas compressor, PSA inlet buffer tank, adsorption tower, forward exhaust buffer tank, desorbed gas buffer tank, product hydrogen compressor, production facilities, enclosure, as well as internal water supply and drainage networks, lighting and power distribution systems, control systems, communication systems, fire protection systems, site layout, foundation treatment, etc ; Engineering quality inspection and testing. 8. Qualification requirements for bidders 8.1 Bidders shall possess the qualifications, capabilities, and reputation necessary to undertake the general contracting of this project. 8.1.1 Qualification requirements: Bidders must possess independent legal person status in the People’s Republic of China ; It has a comprehensive quality assurance system and has obtained certifications for the quality management system, environmental management system, and occupational health and safety management system ; Bidders must possess a Class A comprehensive qualification for engineering design, or a Class A qualification in the power engineering sector, and at the same time must have a general contracting qualification for power engineering projects of Grade 1 or higher. 8.1.2 Credit requirements: A screenshot showing that the enterprise has not been included on the list of enterprises with serious violations and dishonesty on the \"Enterprise Credit Information Publicity System\" (www.gsxt.gov.cn), and that it has not been listed as a dishonest debtor on the \"Credit China\" website (www.creditchina.gov.cn) or other authoritative credit information sharing platforms, as determined by the Supreme People’s Court. 8.1.3 Financial requirements: Provide financial statements audited by an accounting firm for the past three years. Financial accounting statements include the balance sheet, cash flow statement, income statement, and financial situation statement. The past three years refer to 2024, 2023, and 2022. If the bidder was established less than the specified number of years ago, it shall provide financial statements from the time of its establishment. 8.1.4 Qualification requirements for the project manager: Possession of a first-level registered constructor qualification, as well as a valid safety production assessment certificate (Type B); proof of social insurance payments for the past month must also be provided. Qualification requirements for the project design leader: a senior engineer or higher technical title. Qualification requirements for the person in charge of project construction: hold a technical title of engineer or above, as well as a valid safety production assessment certificate (Type B). Safety officer: Must hold a certified safety engineer qualification certificate or a safety qualification certificate (Type C), with the certificates being valid.
