On January 4, the results of the bidding for Bid Section 1 of the high-tech services related to the seven process technologies for six units, including one unit capable of producing 1 million tons of ethylene per year, in the 1 million tons/year ethylene refining and chemical integration project in the Yueyang area were announced; China Petrochemical Technology Development Co., Ltd. was identified as the winning bidder. Scope of bidding: Seven process technology licenses and high-tech services for six units, namely a 1-million-ton/year ethylene plant, a butadiene extraction unit, a pyrolysis gasoline hydrogenation unit, an aromatics extraction unit, a benzene production unit from aromatics, and an MTBE/butene-1 unit. The Yueyang ethylene project has a total investment of 35.68 billion yuan, making it the largest industrial project in Hunan to date in terms of investment amount. It consists of two components: an ethylene production facility with an annual capacity of 1 million tons, and upgrades to the refining facilities. The main construction components of the ethylene project include: the construction of a new 1 million tons per year ethylene plant along with 14 other chemical processing units downstream. Ten of these chemical processing units are to be built in the Changling New Area, and they include a 1 million tons per year ethylene plant, a 500,000 tons per year pyrolysis gasoline hydrogenation unit, a 300,000 tons per year aromatic extraction unit, a 300,000 tons per year aromatic to benzene conversion unit, a 150,000 tons per year butadiene extraction unit, a 20,000 tons per year styrene extraction unit, a 300,000 tons per year EVA plant, a 400,000 tons per year high-density polyethylene (HDPE) plant, a 400,000 tons per year linear low-density polyethylene (LLDPE) plant, and an MTBE/butene-1 plant with a capacity of 10/40,000 tons per year ； The remaining 4 units of the main project will be constructed in the old Baling area, including a 150,000-ton/year C5 separation unit, a 300,000-ton/year propylene oxide (CHPPO) unit, a 220,000/130,000-ton/year phenol/​ unit, and a 240,000-ton/year bisphenol A unit; these units will form a functional connection with Baling Petrochemical’s existing facilities for producing epoxy resins and synthetic rubber. Construct the necessary storage and transportation facilities, utility systems, and auxiliary installations. The main construction components of the refinery upgrading project include: the construction of a new hydrocracking complex with an annual capacity of 3 million tons, a sulfur recovery unit with an annual capacity of 60,000 tons, and a solvent deasphalting unit with an annual capacity of 1 million tons. Unit 2 of the atmospheric and vacuum distillation complex will be upgraded to an annual capacity of 10 million tons, while one 3.5-million-ton-per-year refining unit each at the original Changling Refining and the original Baling Petrochemical plants will be phased out.
