Call for Tender for Preliminary Investigation of Dalian Petrochemical (Xizhongdao) Integrated Refining and Chemical Processing Project

On January 23, 2026, an announcement was issued for the preliminary survey bidding of the Dalian Petrochemical (Xizhongdao) integrated refining and chemical project. Basic project information: The feedstock is designed to be a mixture of “70% Russian crude oil + 30% Saudi heavy crude oil”, and the facility has the capacity to process 100% Russian crude oil. Initially, the project processes Russian crude oil exclusively, with the crude oil being transported to the plant via pipelines. Construct a chemical-type refinery with an annual capacity of 10 million tons (utilizing some of the existing process units and equipment at Dalian Petrochemical), a facility for the production of 1.2 million tons of ethylene and other low-carbon olefins derived from it, as well as systems for oil storage and transportation, utility services, auxiliary facilities, and off-site projects. According to the plan, for a considerable period in the future, this project will use oil transported from Russia as raw material; the construction of 2 heavy oil processing units (solvent deasphalting unit and heavy oil hydrogen production unit) as well as a crude oil terminal with a capacity of 300,000 tons will be postponed ； In the later stage, construction will be carried out in a timely manner depending on the crude oil resources available, in order to meet the requirements of the plant configuration for the designed crude oil processing scenario of \"70% Russian oil + 30% Saudi heavy oil\". The scope of the bidding includes: organizing the preliminary survey for the Dalian Petrochemical (Xizhongdao) integrated refining and chemical project (excluding the accompanying docks), preparing survey technical documents in accordance with laws, regulations, **standards, industry requirements, corporate guidelines, and those set by relevant authorities), and providing various design documents necessary for the project’s approval, implementation, and operation. Bid section division: 2 bid sections. Bid Section 1: The refinery area and the area in front of the plant, including the refinery unit area west of the plant’s central axis, the raw material and intermediate tank areas, the product tank areas, the wastewater treatment systems, the elevated flares, the thermal units, etc., as well as the management area in front of the plant. A total of 715 drill holes were drilled, with an estimated penetration depth of 42,066 meters. Bid Section 2: The chemical processing area, including the chemical processing unit zone to the east of the plant’s central axis, the chemical intermediate tank area, the entire plant’s warehouses and chemical storage areas, the warehousing and transportation area, as well as related utility systems such as air separation and air compression units, the main power station, circulating water systems, and surface flares, plus the areas designated for energy storage; this section does not include the management area in front of the plant. A total of 649 drill holes were drilled, with an estimated footage of 41,564 meters.
