Tender for Technical Services on Collaborative Optimization of Energy Flow and Carbon Flow during the Plant Design Phase – On January 20, 2026, a tender was issued for technical services aimed at the collaborative optimization of energy flow and carbon flow during the plant design phase of the Dalian Petrochemical Company (Xizhongdao) integrated refining and chemical processing project. Scope of the bidding: The scope of this bidding includes providing technical services for the coordinated optimization of energy flow and carbon flow during the plant design phase for the integrated refining and chemical processing project of China National Petroleum Corporation Dalian Petrochemical Branch (Xizhongdao), in accordance with relevant national and local laws, regulations, guidelines, standards, and policies. Based on the feasibility study report, overall design studies, and preliminary design data for this integrated project, detailed calculations of energy consumption and carbon emissions associated with the processes will be carried out. An overall energy flow balance will be established, and specialized analysis techniques for evaluating energy use will be applied. By comparing with leading enterprises, opportunities to improve the energy efficiency and reduce carbon emissions in the refining and chemical processing processes will be identified, resulting in optimized plans for coordinating energy flow and carbon flow during the design phase. Including: 2.3.1 Improvement of energy efficiency and dual-carbon targets during the process plant design phase. Analyze the energy and carbon efficiency levels of the process units, compare them with those of advanced enterprises, and study optimization strategies, including: optimization of heat exchange networks, waste heat recovery, and process flow optimization. 2.3.2 Top-level planning and scheme research for regional energy flow. The overall thermal demand in the Nishinakajima area, where the research project is located, was assessed; a top-level design for the regional energy flow was developed based on the spatial layout, and overall thermal integration solutions were explored. 2.3.3 Research on energy-saving and carbon-reduction solutions for steam power systems. Based on the optimization of steam generation and utilization in integrated refining and chemical projects, research is conducted on comprehensive energy-saving and carbon-reduction solutions for steam systems. 2.3.4 Overall balance and optimization of the fuel gas system. Establish an overall heat balance for the integrated refining and chemical processing project, and study optimization strategies for the fuel gas system to improve energy efficiency, reduce carbon emissions, and cut costs. 2.3.5 Application of new carbon-reduction technologies. In line with the company’s dual-carbon goals, new carbon-reduction technologies are explored and applied during the design phase.
