What are the potential problems if a water cooler is chosen to be too large?

Based on experience, the owner has requested that the area of the heavy oil water cooler be made larger. Are there any potential problems if it is made too large?

A 219 heavy oil unit was just built recently. It is done in accordance with Party A’s requirements.
Have you asked the owner why they chose a larger water cooler? There is still a gap between design and actual production; through good communication, if the reasons are valid, it indicates that there are unreasonable aspects in the design.
With a larger water cooler, one has to be careful not to let the temperature of the heavy oil drop too low; slow flow rate is also a major problem. Given the high viscosity, could this lead to insufficient power?
I’m not familiar with this manufacturing process, but if the equipment chosen is too large, the investment will also increase
