Confusions about fire safety codes

Table 4.2.12 of the Fire Protection Code for Petrochemical Industries GB50160 states that Class A facilities should be located at least 30 meters away from the factory perimeter wall; yet Section 4.2.9 specifies a distance of 20 meters from ordinary roads outside the factory. Is this contradictory? Can the road outside the factory pass through the factory area? I appreciate your advice, thank you!
It does seem there’s a contradiction. It is possible that the requirement stated in 4.2.12 that Class A installations must be at least 30 meters away from the factory perimeter is a clause added in the 2008 version; it was explained at that time that this requirement was put in place to prevent the spread of hazards outside the factory in the event of an accident. And the requirement of 20 meters from general roads outside the factory in 4.2.9 is a continuation of the original standards.
