At what pressure above a certain threshold of the raw material inlet to a process system is it necessary to install a start-up bypass?

As the title suggests, at what inlet pressure level must a process system exceed for it to be necessary to install a start-up bypass? This is done to prevent the entire process system from suddenly reaching its maximum inlet pressure when the inlet valve is opened. Some engineers say it’s over 4MPag? Enable the bypass as shown in the figure below:
The pipelines in our factory are equipped with automatic control valves, and to facilitate maintenance, they all have bypasses.
As far as I remember, in China it’s PN10MPa, DN250; in Europe it corresponds to class300, 5 inches. A pressure balance bypass can be installed. However, for materials that are flammable, explosive, or oxidizing, it’s advisable to adopt stricter requirements~~
