Can Class B fluid pass through the bottom of fire lanes?

Use the oil depot specifications； An annular fire lane has been installed in the tank area, but the inlet and outlet pipelines block the way; it is possible to raise the pipelines by installing them overhead. But this is too high; can we go underground through the fire lane? Please provide the basis.
