On the classification of toxic hazards of chemical media

I would like to ask the experts: when it comes to classifying the toxic hazards of chemical agents, these agents are not necessarily contained within pressure vessels. Should we use HG 20660 for classification, or should we refer directly to GBZ 230?
It seems that the chemical industry standards are higher than the national standards
