The Refining Plant’s Operations Department has issued a notice; I’m not sure what it means. Please help me understand it. The “Safety Technical Regulations for Fixed Pressure Vessels” stipulate that when pressure vessels and pipelines experience severe vibrations that pose a risk to safe operation, operators must immediately take emergency measures and, in accordance with established procedures, report the situation to the relevant departments within the company. Does this mean that the gas flow rate shouldn’t be too high, as high flow rates can cause vibrations?
