Why can’t low-volatility liquids be directly filled into a gasoline tank after it has been emptied?

Why cannot a gasoline storage tank be filled with low-volatility liquids right after it has been emptied? For example, it is not allowed to fill it with diesel after it was used to store gasoline earlier; this can lead to flash fires or explosions. What is the principle behind this?
Where did you see this, or is it just your assumption? How can we understand the fact that it can’t be installed directly? Do we need to remove air and use nitrogen for protection before installation?
It’s the same upstairs; it seems that proper protection wasn’t provided after the tank was emptied. If diesel is still handled in the same way as light oil when being fed into the tank, there should be no problems
