Let me show you the local regulations here: 7. For newly developed chemical processes and technologies, enterprises must invite experts on their own to conduct evaluations and provide expert opinions; industrial production can only begin after the production process has been tested on a scale-up basis at various stages. Experimental production is strictly prohibited in industrial production facilities. The medium (expanded) scale test facility should be installed separately and equipped with automated remote control; in principle, no one should be present on site, and if it is necessary, the number of people there should be no more than 2. Before pilot testing, a comprehensive reaction safety risk assessment must be completed, and the findings of this assessment must meet the safety requirements for pilot testing as well as future industrial production.
