Is the design temperature for non-insulated pipes at a minimum of “120°C”?

One of the uniform regulations for the process engineering aspect of a certain project states: “For pipes without insulation: the design temperature of the pipes should not be lower than 95% of the maximum temperature of the medium, with a minimum of 120°C.” What does this “120°C” refer to? What is the underlying meaning? Why is this requirement?
Foreign companies also have such rules; for example, I don’t know why UOP doesn’t follow them, and it really causes a lot of trouble for those working downstream
For metal materials, when the temperature is below 120 degrees, it has no impact on the design pressure. For example, if the design pressure is 6 barg and the design temperature is 100 degrees, the requirement can still be met even at 120 degrees; that’s why this rule exists.
It is generally determined based on the steam purging conditions; some engineering companies specify 150°C, while others specify 80°C℃
