How should one understand a sentence when seeing it? Regarding the depth of the process package, from the owner’s perspective, and taking into account construction costs and the capabilities of the construction contractors, it is better to purchase as little as possible. The patent holder, while ensuring that the patented technology can be implemented, aims to sell as many units as possible considering technical control and reliability. The balance point in this regard needs to be determined through negotiation between the owner and the patent holder. Usually we say that process packages have requirements regarding depth, right? Why buy less in depth?
Buying less in terms of depth means spending less money. Moreover, as the details of the technical package become more extensive, there is a high likelihood of overlap with the detailed designs provided by the design institute, which makes it not worth it
The requirement regarding depth simply means that all the required documents are in place; it has nothing to do with the amount purchased. Buying less saves money, and of course, both the owner and the contractor are happy about that.
There is a unified specification for this depth; are there any conflicts between the overlapping areas and these depth specifications?

Patent holders have their own specifications regarding process details; we generally follow the regulations set by Sinopec – namely the Sinopec Process Package Specifications (SHSG_052-2003). There are no major issues with this approach, and any adjustments or additions can be made if necessary.
If you have experience yourself, or if the design firm you choose is experienced and willing to take risks, you can also purchase a simplified version of the process package. For example, Sinopec may only require data packets for some of its facilities.
