It can be set; the overflow pipe just needs to have a diameter one size larger than that of the feed pipe.

Sure. For example, the overflow pipeline that carries oil from the upper part of the gas-liquid separation tank, located at a high position ahead of the outlet pipeline of a water ring vacuum pump operating continuously, to an underground (lower) waste oil tank.
It can be designed by simply selecting the emission point
What should be done with that gas phase?
According to the maximum liquid level permitted by the tank’s filling coefficient or the maximum liquid level that needs to be controlled, a pipe one size larger is used for the inlet, and a U-shaped bend is installed to allow excess liquid to flow out; a ventilation balance pipe is connected between the highest point of the U-shaped bend and the top of the tank.
Perhaps I didn’t explain it clearly: the outlet of the overflow pipe must be connected to the upstream storage tank; it cannot flow directly into the environment. The entire system must be sealed.
