I am currently working on a project that involves designing two horizontal ethylene oxide storage tanks with a capacity of 100 cubic meters each (one in use and one as a backup). Since there isn’t enough space between these ethylene oxide storage tanks and the surrounding structures, according to Note 5 in Section 4.2.12 of the \"Code for Fire Protection Design of Petrochemical Enterprises\" GB50160-2008, these tanks need to be buried underground so that the required spacing can be maintained. However, regarding the safety requirements for hazardous chemicals, it is specified that ethylene oxide storage tanks must be equipped with water cooling spray systems, and there must be an adequate supply of water available; How should it be set up in this situation? What should be done if fire sprinkler water enters the tank after it is buried?
There are regulations supporting the burial of liquefied hydrocarbon tanks, but it seems that environmental protection regulations now prohibit such burial, creating a conflict between safety and environmental protection. How should this be addressed?

Buried tanks do not require water spray systems, but the site must be equipped with fire hydrants and other firefighting equipment that meet fire safety requirements, depending on the properties of the materials stored

It can be buried in the ground, and no sprinkler system is required after burial
The boiling point of ethylene oxide is only 10°C; installing a spray system on the storage tank is equivalent to heating the ethylene oxide storage tank.
The first unit in operation is the EOEG, an above-ground tank equipped with fire sprinklers. Let’s see if anything can still be done regarding the accident pond and cofferdam in the tank area
