Issues related to ladder platforms on vertical containers

This gas tank of mine has a diameter of 1 meter and a total height of about 6 meters! It belongs to the quick-lifting section; does this require a ladder platform?
There is an opening at the top; if valves that need to be operated are present, a platform ladder must be provided, and ladders are also required for equipment maintenance and inspection
If there are no valves, pressure gauges, safety valves, or anything similar on the tank, it’s unnecessary to add a platform.
If there are valve operation or maintenance tasks, they need to be added. Also, considering the installation location, if the equipment passes through a structure – for example, there is a platform at a distance of 5 meters – then by placing the valve on that platform, it might not be necessary to use a ladder or step.
For gas cylinders, the parts that need maintenance and operation can be placed at the bottom, with only a cover on top; in that case, there is no need to add ladders or platforms
Devices that are part of the pry block – personally, I think adding a ladder is unnecessary; it seems useful but in reality isn’t needed.
