Feasibility study stage: building area

I would like to ask everyone: how is the building area to be returned to the process design determined during the feasibility study phase? There isn’t enough time at that stage to create layout drawings, and it’s possible that even flowcharts aren’t fully prepared. So how is this building area determined?
Based on basic functions and estimated potential needs.
