Does a toluene storage tank require a backup tank?

Toluene is continuously used as fuel in the process; it is delivered by tank trucks, and the storage volume is not large (around 50 m3). Is it possible to install a storage tank? Is it necessary to have two storage tanks, or one backup tank? Is there any evidence?

The product tanks are designed with one as a backup and the other in active use, mainly to allow for switching over in case of tank maintenance or other issues that need to be addressed
