Seeking advice on insulation for pipeline systems of cryogenic safety valve systems such as LNG

Why are the thermal expansion safety valves for cryogenic pipelines such as LNG pipelines required to have the valve itself, as well as certain sections of the pipeline at the inlet and outlet areas, exposed without insulation? I’m a bit confused; could anyone help answer this?
The inlet of the safety valve has a short dead tube, and cold air generally cannot travel very far; therefore, it is sufficient to maintain a certain distance.
