The advantage of this is that when the upstream unit stops operating, the downstream units can purchase raw materials and store them in tanks to continue operating without having to shut down. Can such two devices also be called combined devices?

According to the definition, a combined device is characterized by the fact that it operates and stops simultaneously; I believe what you are describing is not a combined device.

In facilities such as the ethylbenzene-styrene plant, it is divided into an ethylbenzene unit and a styrene unit. The raw materials for the ethylbenzene unit are catalytic dry gas and benzene; the ethylbenzene produced in this unit serves as a raw material for the styrene unit. When the ethylbenzene unit is not in operation, ethylbenzene can be purchased externally to produce styrene.
When it was designed, the design institute planned it as a combined unit in order to avoid the limitations posed by insufficient safety distances.
Designing a combined unit is also a viable option; it mainly depends on whether the expert review can be passed and whether any issues will be raised by the experts. Strictly speaking, this should not be classified as a combined unit.
