This is the first time I have seen such a small welded reducer. There is nothing I can't do, only things I can't think of :P
As long as you want to do it, no matter how small it is, we can weld it for you.
The ball valve next to it is lined with fluorine, right?

Are the pressure levels of flanges on both sides different?
Butt welding flanges can be used like this, no problem, it’s rare but strange

If the drawings were designed, things would not be done like this on site. Besides, what did you do wrong? Isn't it because of the design?
If it is a medium such as circulating water and process air, there is no problem in doing so.
Looking at Flange, the pressure level is not high, so it should be possible to do this.
