Please share your opinions. There are several 55KW pumps in the workshop, and the client requires that signals be sent to the DCS. The question is: should these cables be classified under the electrical department or the instrumentation department? The cable runs are long, and it also involves other devices, making the coordination effort considerable.
Who’s supposed to take care of it? Of course, no one wants to do it; passing the responsibility around is something everyone knows how to do. Call the two responsible persons and lock them in a room; if they can’t reach an agreement, they won’t be released until a solution is found
It is a common issue as to which department is responsible for this section of cable; different design institutes have different practices in this regard, and in enterprises, the decision should be made according to the owner’s preferences. It seems that the person asking the question is facing a situation where neither department takes responsibility, and it should be the owner who coordinates matters, otherwise no conclusion can be reached.
Most are attributed to the instruments. But it depends on how the subcontractors are divided.

It’s an immature opinion, but if it’s the signal sent by the testing instruments built into the pump itself, there’s no need for involvement from electrical specialists; in that case, the instrumentation specialists should handle it; If it is necessary to measure signals such as current and start/stop operations, it is best for the electrical engineering team to be responsible for the distribution cabinets, while the instrumentation team handles the section from the distribution cabinets to the DCS

Under normal circumstances, design institutes do not need to follow the owner’s habits. Relevant regulations also state that certain provisions are only intended to guide the work of design institutes and should not serve as a basis for determining the division of tasks within such institutes. If the project requires signals to be sent to the DCS, then the electrical department is responsible for that. If the DCS is to receive those signals, then the instrumentation department comes into play. The owner’s requirements in the project refer to the scope of work; as for which department in the design institute should handle it, they’re not clear about that.
