For the pressure pipeline, due to an excessive gap in the flanges, the construction party installed 2 metal gaskets. Is it in compliance with the standards? The owner thinks it’s not possible, while the contractor says it is – what is the basis for that?
There’s no need for a basis for this, right? The situation on site changes, and as long as the basic principles are not violated that’s enough; standards can’t possibly be set in such a rigid manner

You are the owner, and your right is to refuse to pay if the requirements are not met; these requirements are provided by the design institute. If he says yes while you say no and no standard can be determined, then it’s simple: you can tell him that someone else can be assigned to do this task, someone who can meet your requirements. To resolve this issue, one needs to turn to a design institute for relevant explanations, or the construction party must provide the applicable standards; if not, well, sorry – fines will be imposed, power will be cut off, and they will be forced to leave. If you really need to find standards in this area, check the mechanical design manuals; they might have them. Oh, it would be best to provide the actual distance of the \"excessive size\" along with the pipe diameter, to facilitate discussion.
The pipe diameter is DN150, and the gap is 8 millimeters. Since the pipe is short, it cannot be tightened using the force of bolts during installation; therefore, the contractors decided not to modify the pipe and simply added two gaskets between the two flanges.
This is way too much; a video should be made and a report prepared to be submitted to the superior authorities. One must absolutely refuse to sign any approval documents.
