For the reaction tank, steam is used for heating inside the jacket at first, and then chilled water is applied to prevent the reaction from overheating. So does the jacket serve to insulate against heat or to retain heat?
Maintain a constant temperature. Steam heating in the initial stage was likely used to raise the temperature and ensure proper reaction and conversion rates, while cooling later on served to remove the heat generated by the reaction, thereby preventing overheating and overpressure
I’m asking whether the jacket should use polyurethane for insulation or rock wool for insulation.

Rock wool is not sensitive to cold, while rubber-plastic and polyurethane materials are sensitive to heat; it makes sense to use rock wool in this case
The material and thickness to be used should be selected based on the operating temperature and heat transfer coefficient of each insulating material.
If only one reactor is available, rock wool insulation can be used. If conditions permit, the process can be divided into two steps and carried out in two separate reactors; after completion in the first reactor, the material is transferred to the second reactor for cooling, which can significantly reduce energy consumption
