Why aren’t nitrogen seals installed on the gasoline storage tanks at gas stations?

It is standard practice to install a nitrogen sealing system in Class A storage tanks, but why aren’t gasoline storage tanks at gas stations equipped with such systems? Is there anything special?
The volume is too small, and the cost of installing a nitrogen seal is too high
Generally, gasoline storage tanks in gas stations are located underground, so they are less affected by external temperatures; the likelihood of encountering a fire source is low. Additionally, since their volatility is not very high compared to alcohols, ethers, ammonia, etc., it isn’t necessary to use a nitrogen purge system
The fuel tanks at gas stations are all designed to be buried underground! Neither the tank truck nor the delivery pipelines have a nitrogen seal; such a design must have been the result of thorough calculations.
