Should the tasks such as pressure testing, purging, airtightness testing, the three inspections and four confirmations, individual unit testing, and joint commissioning for chemical plant construction be carried out by the contractor or by the project owner?
In principle, it’s part of the design work and should be carried out by the general contractor; in practice, however, it’s the project owner who handles it
In the petrochemical industry, qualifications are important; if the contractor has the necessary qualifications and capabilities, then it’s better to let them carry out the work. In the fine chemical industry, cost is a key factor. When tasks are subcontracted, the contractors hired usually have only specific skills, and they may not have the capability or willingness to do their job properly. Therefore, for reasons related to safety and quality, it’s better to handle such tasks in-house
Except that the joint commissioning is led by the project owner, all other aspects are led by the construction contractor
