【Read by energy professionals – click the button in the top right to ‘Follow’】 According to Polaris Thermal Power Network: Polaris Power Network has learned that the Shandong Provincial Energy Bureau has recently issued a notice regarding the conduct of law enforcement inspections on power enterprises. The details are as follows: To the development and reform commissions (energy bureaus) of various cities, as well as relevant enterprises: In order to strengthen and standardize the supervision and management of power enterprises in accordance with the law, and to promote improvements in efficiency within the province’s power industry, law enforcement inspections will be carried out on these enterprises, in line with the requirements set out in the “Notice on Issuing the Detailed Rules for the Comprehensive Evaluation of Energy Efficiency and Productivity in Shandong Province (Trial) and the Plan for Piloting Such Evaluations” (Lu Fa Gai Huan Zi [2019] No. 773). The relevant information is as follows: 1. Entities under supervision: enterprises in the power, heating sectors, and those with their own power plants. The list is detailed in Attachment 1. II. Inspection Content: The compliance with the energy consumption limits for products at the enterprise level; special attention is paid to whether the energy consumption figures of these enterprises meet the ** standards as well as the mandatory energy consumption limits for products set by the province. Cities may add inspection items as appropriate, in accordance with energy-saving laws, regulations, and operational needs. III. Organization and Implementation: This inspection will be carried out through on-site law enforcement, with the development and reform commissions (energy bureaus) of various cities responsible for its organization and implementation. Cities shall, in accordance with the law, issue orders for rectification within a specified time frame or put forward suggestions for energy conservation inspections regarding any illegal, irregular, or unreasonable energy use practices identified through on-site inspections. IV. Work Requirements (1) Attach great importance and organize meticulously. All cities must strengthen organizational leadership over this inspection, coordinate efforts in a comprehensive manner, and implement it carefully. By making full use of energy conservation inspection agencies or relevant law enforcement agencies, they should ensure that law enforcement actions are carried out in a proper and standardized way, thereby guaranteeing the quality and effectiveness of such inspections. The entity under supervision must provide relevant information truthfully, be responsible for the accuracy of such information, and assign a designated person to assist with the law enforcement and supervision efforts. (II) Enforce laws strictly, and provide guidance and support. Law enforcement supervisors must adhere to strict procedural rules, maintain strict work discipline, and uphold a positive image of impartiality, integrity, and efficiency in law enforcement ； It is necessary to leverage professional expertise to help enterprises strengthen their awareness of compliance with laws and standards, guide them in using energy in a lawful, rational, and scientific manner, and continuously improve their energy conservation management capabilities and energy utilization efficiency. (III) Handle it in accordance with the law, and make the results public. Any energy-saving violations or unreasonable energy use identified during inspections are dealt with in accordance with the law, and the results of such handling are made public in a timely manner. The units under supervision are required to make timely corrections to the issues identified during the supervision, as specified. Law enforcement supervision agencies shall conduct a reinspection of the implementation of the corrective measures. (IV) Thoroughly review and summarize in a timely manner. Each city shall promptly summarize the situation regarding law enforcement and supervision, including the progress of work, experiences and practices, existing problems, as well as suggestions and recommendations, to prepare a supervision report. This report, along with the summary tables on energy consumption and the summary table of result handling (Appendix 2.3), must be submitted to the Provincial Energy Bureau by September 10, bearing the official seal, and an electronic version shall also be sent to the designated email address.
