Under what circumstances is a shell-side leakage test conducted on a shell-and-tube heat exchanger after the water pressure in the tube side has been released? What are the corresponding standard specifications? Please, experts, help answer this

When the test pressure of the tube side is lower than that of the shell side, a leakage test on the shell side is required as specified in GB/T151

Hello, may I ask which clause in GB/T151 specifies the statement you mentioned? I checked clause 8.13.7 of standard 151, and it does not provide any clear or detailed explanation for that statement. Thank you
For shell-and-tube heat exchangers, it is recommended to follow the general hydrostatic testing procedures: introduce water under the hydrostatic pressure requirements in the tube side, and then open the shell side flanges or drain valves to check for leaks. Then apply pressure to the shell side, and check it at the flange of the tube side connection. This should be based on standard references, I guess. For reference.
