Is there any regulatory requirement for flaw detection inspections for devices that can withstand a liquid pressure of 4-5 kg, and which are not considered pressure vessels? What about flammable liquids and toxic or harmful substances? What about ordinary non-flammable toxic media?

Hazardous and toxic media generally require a gas phase space, and in such cases containers are classified accordingly. If the materials are non-toxic and not flammable or explosive, then they are manufactured as normal-pressure containers; although non-destructive testing is required, manufacturers usually do not carry it out!
The liquid pressure is 4–5 kg, which is equivalent to 0.4–0.5 MPa. If there is a gas space, the container should be designed and manufactured in accordance with pressure vessel standards; if there is no gas space, it can be designed and manufactured in accordance with NB/T 47003.1-2009 \"Steel Welded Atmospheric Pressure Vessels\". For toxic, hazardous, flammable, and explosive media, inspection requirements are necessary even in pressure vessels at normal pressure, and the proportion of such cases is not low. It is non-toxic and not flammable or explosive, but inspection requirements still apply; the proportion is low, at a minimum of 10%. In short, just follow the design requirements, and the manufacturer has no responsibility.
