Using Fischer-Tropsch olefin-containing component oil as raw material, this technology has developed an integrated and coupled process comprising “raw material pretreatment, continuous polymerization, and hydrorefining”. This has led to the establishment of a complete set of technologies for producing PAO base oils. The resulting base oils feature a high yield, low pour point, high viscosity-temperature index, and stable properties, thus meeting the requirements for high-end base oils. In recent years, the Coal Chemical Industry Technology Research Institute of Ningxia Coal Industry has closely focused on innovating the development layout of the downstream industrial chain for coal indirect liquefaction. It has undertaken research efforts aimed at developing technologies for producing PAO base oil from Fischer-Tropsch α-olefins. Based on the characteristics of producing stable heavy oil through FTO synthesis in coal indirect liquefaction with a capacity of 4 million tons per year, the research institute established a technical task force to develop processes for PAO synthetic oil production. A complete set of technologies for producing PAO base oil with independently developed intellectual property rights has been developed. It fills a domestic technological gap, with technical indicators reaching the same level as international standards. Ningxia’s coal industry began in 1956, with three mining areas being established in Shizuishan, Shitanjing, and Lingwu; corresponding mining bureaus were set up in each of these locations. In 2000, these entities were restructured into corporate enterprises. Along with the implementation of the development strategy for the first decade of the Western Development Initiative, Shenhua Ningmei Group underwent two reorganizations. In December 2002, the Party Committee of the Autonomous Region ** carried out a strategic restructuring of the three coal groups—Genyuan, Taixi, and Lingzhou—as well as the former Ningxia Coal Industry Group, resulting in the establishment of the new Ningxia Coal Industry Group Co., Ltd ； In January 2006, the Party Committee of the Autonomous Region ** entered into a joint venture with Shenhua Group. Shenhua Group increased its investment in Ningxia Coal Industry Group, which was then strategically restructured once again into Shenhua Ningxia Coal Industry Group Co., Ltd. The registered capital amounted to 10.03 billion yuan, with Shenhua Group holding 51% and the Autonomous Region ** holding 49%. Ningxia Coal Industry Group Company is the key force behind the development of the Ningdong Energy and Chemical Industry Base, a **-level key development area; it undertakes the important task of building a coal production base with an output of ** hundred million tons as well as a world-class modern coal chemical industry base. In 2012, raw coal production reached 74.08 million tons. The total capacity for coal production and construction exceeded 100 million tons per year, while total assets surpassed 80 billion yuan. A number of key projects, including large- and extra-large coal mines and coal chemical plants, were successively launched and put into operation.
