The project is undertaken by Hefei Puli Advanced Materials Technology Co., Ltd. This first-phase project includes a production facility capable of manufacturing 50,000 tons per year of carbon dioxide-based polycarbonate polyols, along with associated infrastructure. It is able to capture approximately 26,300 tons of carbon dioxide each year. It represents the largest carbon dioxide-based polyol production facility in the world to date, and it is also the first continuous-production facility in China for carbon dioxide-based new materials. The Puli Materials project, which aims to produce 300,000 tons of carbon dioxide-based polycarbonate polyols per year, requires an investment of around 2 billion yuan. Once fully operational, it will utilize approximately 180,000 tons of carbon dioxide per year, with annual sales revenue estimated at 7.5 billion yuan and annual tax revenues of 300 million yuan. The first phase of the project commenced construction in February 2023, and successful trial operation began in January 2025; upon reaching full production capacity, it is expected to generate annual sales revenue of 1.5 billion yuan. Puli Materials regards technological innovation and industrial upgrading as its core missions, focusing on the high-value utilization of carbon dioxide, and emphasizing the development of new materials such as carbon dioxide-based polycarbonate polyols (PCE), propylene carbonate (PC), and polypropylene carbonate (PPC). Among them, the carbon dioxide-based polycarbonate polyol products contain 30% carbon dioxide; they possess excellent water resistance, tensile strength, tear strength, and wear resistance. They can replace traditional petroleum-based materials, offering a significant cost advantage over similar imported products.
