The construction of major projects serves as the \"ballast\" and \"powerful engine\" for accelerating high-quality development. At the beginning of 2026, lists of provincial key infrastructure projects released across various regions included numerous oil and chemical projects, providing strong foundational support for a solid start to the industry’s 15th Five-Year Plan period. On January 19, Sichuan Province released a list of key provincial projects for 2026, featuring 830 projects in total, with an estimated investment of 762.48 billion yuan to be incurred by that year. Among them, the industrial projects include several oil and chemical projects, such as the Southern Sichuan New Materials Industry Base project, the Luzhou County Northern Chemical Industry Cluster project, the Sichuan Green Oil and Gas Chemical Industry Park (Phase I), the Fuhua New Materials Integrated Industry Park project, the Wanhua Chemical Sichuan Industry Park (Phase II), and a natural gas (shale gas) production base with a capacity of 100 billion cubic meters. Sichuan Province has proposed to use project investment as a key tool for boosting the economy and driving high-quality development, making additional efforts in accelerating construction, planning and preparing projects, providing support services, and ensuring coordination, so as to enable projects to be implemented, started, and yield results as soon as possible. On January 9, the Jiangsu Provincial Development and Reform Commission released a list of major projects in Jiangsu for 2026, featuring 670 projects in total. Among them are petrochemical and chemical-related projects such as the Nanjing Jinling Petrochemical Green Transformation and Upgrading Project, the Nanjing Jiangbei New Materials Industry Pilot Base Project, the Zhenjiang Sopco Vinyl Acetate Project, and the Lianyungang Zhongfu Shenying Carbon Fiber Materials Project ； In addition, Yangzi Petrochemical’s long-chain nylon industry chain and Zhenjiang Sopu’s polycarbonate industry chain have been included in the reserve project list. By reviewing the list of major projects in Jiangsu Province, reporters noted that there are 255 projects in the field of strategic emerging industries, 41 in the area of future-oriented industries, and 74 in advanced manufacturing sectors. Together, these three categories account for 89.4% of all major industrial projects, indicating that Jiangsu is focusing its development efforts on emerging industries and other new areas this year. On January 4, the Hebei Provincial Development and Reform Commission released a list of the province’s key construction projects for 2026. This year, 747 such projects are planned to be carried out, 44 more than last year, with a total investment of 1.56 trillion yuan. These projects cover areas such as strategic emerging industries and the upgrading of traditional industries, with the aim of promoting the optimization of Hebei’s industrial structure and coordinated regional development. In the chemical industry, new projects under construction include Hebei Siyou Shucarbon’s 300,000-ton per year α-olefin production facility, CSIC (Handan) Pairei’s plant for producing 3,383 tons per year of high-purity hydrogen sulfide and other electronic gases, and North China Petrochemical’s 100,000 tons per year sustainable aviation fuel production facility ； Ongoing projects include the green transformation and development of Shijiazhuang Refining & Chemical Industry, as well as the comprehensive upgrading of the Dongguang chemical industry. It is reported that Hebei Province will give priority to key projects in terms of the planned quotas for new construction land. On January 4, Shanxi issued the \"List of Provincial Key Projects for 2026,\" which included 629 projects. Of these, 174 were related to energy transition and 226 were related to industrial upgrading; together, these categories accounted for around 63.4% of the total, making them the key industrial projects in Shanxi Province this year. Projects related to energy transition cover areas such as hydrogen energy, new materials, and green electricity. This year, Shanxi will also carry out a number of projects in the petrochemical and chemical sector, including 12 projects aimed at increasing reserves and production of unconventional natural gas, 12 modern coal chemical projects, 24 projects related to advanced energy equipment, and 13 projects focused on energy conservation and environmental protection. In terms of industrial upgrading, Shanxi will implement the preliminary phase of the Changzhi 5-million-ton integrated steel, coking, and hydrogen production demonstration project, as well as the Wanshuo Annual comprehensive recycling project for 70,000 tons of plastic waste in Jiangxian County.
