The on/off valve does not function; the isolation barrier outputs 24V (under no load). The coil of the solenoid drops to 11V when voltage is applied to it. The cables are fine – I seek advice from experts.
Has the solenoid valve been replaced?; Measure whether the current is the rated current; otherwise, there is a short circuit ; Has this problem with the isolation barrier existed before or is it happening now? If it’s happening now, try replacing it.

The safety barrier is the more likely option; try using another one
Since the circuit is fine, try replacing the isolation gate first; the possibility of an issue with the solenoid valve is lower.
Thanks to the reminders from those upstairs, I think you should first send over the parameters listed on the nameplate of the solenoid valve, and then I can give you some advice. Your solenoid valve with a isolation barrier is very likely a low-power solenoid valve
The solenoid valves and coils were replaced, and the wires were also connected to other isolation barriers in the I/O cabinet room, but the outcome was the same in all cases
The isolation barrier should be fine; I connected the wire to another isolation barrier and it was the same
Connecting the wire to another isolation barrier yields the same result
