The adjustable ratio of a control valve is the ratio of the maximum flow rate that can be controlled to the minimum flow rate. So what should be the valve position at this minimum flow rate, and is the maximum flow rate corresponding to the fully open position?

The adjustable ratio of a control valve is the ratio of the maximum flow rate that can be controlled to the minimum flow rate that can still be controlled; any flow rate lower than the minimum controllable flow rate cannot be regulated. It is almost the internal leakage flow rate.
