Issues with the list of instruments in engineering feasibility studies

During the engineering feasibility study phase, the depth of work in the process engineering field is quite limited. In our department, the cost estimation team must be provided with a detailed list of instruments so that they can calculate the workload. I’m speechless; for regular projects, by relying on experience, I can put together a fairly complete list of instruments. But as for new processes, how would I know? I would like to ask the forum members: when facing new manufacturing processes and the in-depth knowledge of the process engineering team is insufficient during the engineering feasibility study phase, how do you submit a list of required instruments to the cost estimation department?

The key is that they really can’t do anything either. The Development and Reform Commission is completely crazy when approving projects these days – they demand a detailed list of equipment already at the feasibility study stage; otherwise, they claim that there’s no basis for your costs... What’s supposed to be done?
During the feasibility study phase, the volume of work and investment estimates are generally based on similar projects that have been studied. For demonstration projects (without a reference frame), the cost of equipment and the proportion of investment in automation equipment can be estimated based on the investment ratios of similar projects. As for the approval process by the **development and reform department, they will definitely not ask you for a ‘detailed list of equipment’ – even if they did get it, they wouldn’t be able to understand it. But they will ask you for the ‘List of Major and Key Equipment’.
