Specifications for Automatic Instrument Tag Numbering

Are there any guidelines for assigning tag numbers? We are carrying out an automation upgrade project, and the tag numbers on site do not match those used in the safety assessment and diagnosis processes. The DCS uses the tag numbers from the safety assessment and diagnosis, but there are not enough of them to correspond to the actual number of components on site. For example, for V103a and V103b, there are feed cut-off valves, level sensors, discharge cut-off valves, and dosing control valves; or in some cases, there are multiple feed valves on a single reactor. How should we assign new tag numbers in such situations?
