The introduction of mandatory **standard management measures boosts the development of the instrumentation industry

　　In order to standardize the formulation, revision, and implementation supervision of mandatory **standards and strengthen the management of such standards, in accordance with the Standardization Law of the People’s Republic of China, the Standard Technology Management Department of the State Administration for Market Regulation has drafted the \"Measures for the Management of Mandatory **Standards (Draft for Comment)\\" (hereinafter referred to as the \"Measures\”), and is now seeking public comments. http://www.levelmeter.cn/uploads/image/20181021/1540136750.jpg In March 2015, the State Council issued the \"Plan for Deepening Reforms in Standardization Work,\" which identified the consolidation and streamlining of mandatory standards as well as the strengthening of their management as key measures for deepening reforms in this area. In 2016, the Standards Commission organized relevant departments and local authorities to conduct a review and assessment of 13,290 mandatory standards; over 50% of these mandatory standards needed to be repealed or converted into recommended standards. At present, there are over 2,000 currently valid mandatory **standards, and the number of new mandatory **standards introduced each year is also on the rise. 　　On November 4, 2017, the newly revised Standardization Law of the People’s Republic of China set forth new requirements regarding the formulation, implementation, and supervision of mandatory standards. Therefore, accelerating the formulation of regulations for managing mandatory **standards is not only a requirement for implementing the new Standardization Law, but also an urgent need to advance the establishment of a new standard system and strengthen the management of mandatory **standards. 　　These administrative measures apply to tasks such as the proposal and approval of projects subject to mandatory **standards, the organization of drafting, the collection of feedback, technical review, approval and issuance, implementation, supervision, and reevaluation. 　　These Provisions stipulate that the drafting department shall make the draft of the mandatory **standard and the explanatory notes available on the websites of its own department and the standardization administrative department under the State Council, in order to seek public opinions. The period for public comment shall be no less than 30 days. In addition, the drafting department should also seek written opinions from relevant parties such as the **departments involved, industry associations, research institutions, universities, enterprises, testing and certification agencies, and consumer organizations. The departments concerned for soliciting written opinions should include the authorities responsible for the supervision and management of standard implementation. 　　According to these management regulations, for mandatory **standards, the time from the initiation of a project to the submission for standard approval generally does not exceed 24 months, while the time required for approval and publication is generally no more than 2 months. Mandatory **standards shall be officially issued in the form of a notice by the standardization administrative department under the State Council. After the issuance of mandatory **standards, the standardization administration department under the State Council makes the standard texts available publicly on its website free of charge within 20 working days. 　　These Administrative Provisions stipulate that the drafting department shall, based on the feedback received and the implementation status of the mandatory **standards, review those standards from time to time, propose recommendations regarding whether they should remain in force, be revised, or repealed, and submit a statistical analysis report on their implementation status to the standardization administrative department under the State Council. The review period generally does not exceed 5 years. 　　Furthermore, these management measures stipulate that in the preamble of mandatory **standards, information on the drafting department shall be indicated, while information on the standard drafting organization and drafters shall not be included. After the mandatory **standard is issued, the organizations and individuals that participated in its development can apply to the standardization authority under the State Council for a certificate confirming their role in its creation. (For more details, please see the attachment). 　　Standards are the foundation upon which an industry operates, and they are key factors in driving high-quality development. According to data from the **Statistics Bureau, in 2017 China’s instrumentation manufacturing industry achieved an annual output value of 999.50 billion yuan, representing a year-on-year increase of 2.60%** ； The total assets amount to 927.10 billion yuan, while the annual sales revenue is 955.84 billion yuan, representing a 2.17% increase in sales revenue compared to the previous year ； The total annual profit amounted to 86.91 billion yuan, with a year-on-year increase of 9.97%. 　　With the continuous development of the instrumentation industry, the establishment of relevant standards is crucial. It not only regulates the technical practices in the instrumentation industry but also contributes to the development of this industry’s market, reflecting the overall strength of China’s instrumentation sector. At present, China’s instrumentation industry is in a stage of development based on independent innovation; therefore, standardized norms are of great importance. Many new standards are introduced each year, which makes standard management equally crucial.
