Will this situation damage the diaphragm of the actuator? Can the filter-regulator and solenoid valve still be used?

The emergency vent valve should be a gas-operated valve as required. Moreover, at this time the solenoid valve is powered, it is in the on state, and the valve is closed. If the instrument air pressure suddenly rises, theoretically the valve should close more tightly, rather than opening. So the question posed by the original poster is rather strange, unless a pneumatic valve is being used.
