Isn’t a flap-type level gauge a direct-reading level gauge?

I saw a post today saying that a flap-type level gauge is not a direct-reading level gauge; I always thought it was. What do other sailors think? Bookboy Database
The flap-type level gauge is a type of direct-reading level gauge. .

I don’t think it’s a direct-reading type; if there’s no flip plate, the tube is transparent and the float can be seen directly, then it should be a direct-reading type.
