You can’t have not understood anything at all, right? Didn’t get that part? This logic is simple to understand; it might be covered in just a few sentences ； A full understanding would require dozens of sentences of explanation.
Hey, I would like to ask: what is the state of the shut-off valve when the fan is operating normally? What is its state when the fan stops? And what is its state during reset?

The inverted value of the shutdown signal output is 1; AND the inverted value of the reset button output is also 1. When these two conditions are met, the RS flip-flop is reset to 0, thereby opening the valve. (Although the inverted value of the shutdown signal output is 1, reset takes priority, so this does not have an impact; the output of the flip-flop will be 0 based on the reset condition.)
