Shaanxi’s 14.4-billion-yuan coal-to-olefins project enters the detailed design phase Author/Source: Date: 2017-11-03 Clicks: 61 From October 27 to 29, the preliminary design review meetings for the DMTO unit of Phase 1 of Shaanxi Yanchang China Coal Yulin Energy Chemical Co., Ltd. (hereinafter referred to as the Yanchang Jingbian Phase 2 project), as well as for the utility systems across the entire plant, were successfully held in Jingbian. Representatives from various design institutes, including Hualu Institute of the General Institute, the DMTO unit (including the olefin separation unit), Luoyang Institute for the design of intermediate tank areas, Beijing Institute for the design of utility systems and auxiliary facilities, and Shaanxi Petrochemical Institute for the design of recycled water and concentrated brine treatment, as well as over 40 experts invited by the project owner, attended this meeting. The review committee was divided into 8 review groups: the Process/Systems Group, the Water Supply/Drainage/Fire Protection Group, the General Layout/Civil Engineering/Structural Engineering Group, the Equipment Group, the Instrumentation/Telecommunications Group, the Electrical Engineering Group, the Special Topics Group, and the Budget Estimation Group. These groups conducted a thorough and detailed review, discussion, and evaluation of the basic engineering design documents provided by Luoyang Institute, resulting in the preparation of meeting minutes. The expert representatives present agreed that the DMTO process is advanced and reliable, the basic review documents and design specifications are reasonable, the supporting utility systems and auxiliary facilities meet the requirements of the plant, and the project budget is generally in line with the requirements. Prior to this review meeting, the basic design reviews for the methanol complex, PP plant, LDPE/EVA plant, air separation unit, and thermal power station have already been completed. The convening of this review meeting marks the full entry of the remediation project into the detailed design and long-term procurement phase, laying a solid foundation for commencing on-site construction in March 2018. On September 8, 2017, the landfilling and completion works for the first phase of the project aimed at the comprehensive utilization of coal, oil, and gas resources in the Jingbian Energy and Chemical Park officially began. The total investment in this project is approximately 14.413 billion yuan; it is planned to be largely completed by the end of 2019, with operations set to start in 2020. On August 18, contracts for long-term engineering equipment were signed. Contracts were concluded with suppliers such as Air Liquide Limited, Huaxi Energy Industry Co., Ltd., and Xi’an Nuclear Equipment Co., Ltd. for the domestic and overseas procurement of air separation units, as well as contracts for the procurement and sale of gasification furnace equipment and coal powder boiler equipment. http://img.yf116.cn/image/img/20171103/1527265564624.jpg
