“The kick-off meeting for the project \"Membrane-based CO2 capture technology and industrial demonstration\" was successfully held. Author/Source: Date: 2017-11-24 Clicks: 6 On October 26, Tianjin University and the Office of the Key Project on \"Clean and Efficient Utilization of Coal and New Energy-saving Technologies\" under the High-tech Center of the Ministry of Science and Technology jointly held the kick-off meeting for this key research and development project in Tianjin. The successful holding of the project kickoff meeting laid a solid foundation for its smooth implementation. The research and implementation of this project will provide coal-fired power plants with environmentally friendly, low-energy, near-zero emission carbon capture technologies. At this meeting, Shu Gequn, the executive deputy secretary of Tianjin University, represented the project’s leading organization to welcome and express gratitude to all the leaders and experts for their guidance, pledging that Tianjin University would fulfill its legal responsibilities to ensure the smooth implementation of the project. The responsible official from the Special Office of the High-Tech Center provided a detailed explanation of the management regulations related to the key research and development programs. He highlighted the key aspects of the High-Tech Center’s work in organizing and managing these special projects, as well as the service and management measures taken by the Special Office. He also clarified the responsibilities of various stakeholders and offered suggestions regarding project management and implementation. Approximately 40 people attended this meeting, including Professor Shu Gequn, the executive deputy secretary of Tianjin University; officials from relevant departments of the Tianjin Science and Technology Commission; officials in charge of special projects at the High-Tech Center; experts from the overall expert group; peer experts; as well as representatives from the research management departments of the project leaders and participating organizations, project leaders, topic leaders, and key team members. Wang Jixiao, the project leader, introduced the research objectives and contents of the project, as well as the organizational management approach and fund management practices. Based on the project implementation plan, he further clarified the project’s organizational management mechanism and the interface relationships between various components. The project consists of 4 sub-projects, and the leaders of each sub-project gave detailed reports on the overall situation and implementation plans of their respective sub-projects. The experts present offered valuable suggestions and opinions on specific aspects such as the control of key milestones during the implementation of projects and tasks, as well as the technical approach and schedule planning. Finally, the person in charge of the Finance Department at Tianjin University introduced the financial management system for projects under the **Key R&D Program**, providing a detailed explanation of documents such as the \"Management Measures for Funds of the **Key R&D Program\"\" and the \"Several Guidelines issued by the State Council on Improving and Strengthening the Management of Central Government Funding for Scientific Research Projects\", and set out requirements regarding fund management during the project implementation phase.
