Attendees at the meeting included Guo Jianguo, the chairman, party secretary, and general manager of Weihe Company; Zhao Yazhou, the deputy general manager and general manager of Binzhou Chemical; Zhang Shengli, the secretary of the Bin County Party Committee; and Wu Xinjian, the executive deputy county head. It is reported that pile driving and underground pipeline construction work are underway in the production area of the ethylene glycol project; hundreds of pile drivers are carrying out pile driving tasks at the construction site, creating a very busy atmosphere there ; Concrete pouring for some factory area roads is complete ; The laying of underground pipes has begun sequentially. The accompanying concrete mixing plant has been built, ensuring a continuous supply of concrete to the construction site. The supporting infrastructure – Tingkou Reservoir – is under active construction. The pile foundation construction for the staff canteen in the living area of the ethylene glycol project has been completed, as well as the pouring of the foundation cushion. Guo Jianguo said that the environmental impact assessments and other requirements that currently hinder the project’s construction have been approved, and the construction of the ethylene glycol plant must be carried out in accordance with the principles of safety, quality, and schedule. Under the principle of safety, the project owner, contractors, supervisors, and other parties must work together to strictly fulfill their quality responsibilities and ensure high standards of quality, so as to turn the ethylene glycol project into a project that will last for centuries. At the same time, Guo Jianguo emphasized the importance of schedule; completing the project on time and putting it into production is crucial for enabling the company’s products to reach the market earlier and reducing financing interest costs. The ethylene glycol project is key to the company’s transformation and development as it strives to advance in modern coal chemical industry. The construction site for the 300,000 tons per year coal-based ethylene glycol production facility of Shaanxi Weihe Binzhou Chemical Co., Ltd., which belongs to the Shaanxi Coal Chemical Weihe Group, is located within the Xinminyuan Modern Coal Chemical Industrial Park in Bin County, covering an area of 600,000 square meters. In April 2016, Shaanxi Weihe Binzhou Chemical Co., Ltd. signed a CTEG technology licensing agreement and an engineering design contract for a 300,000 tons per year coal-based ethylene glycol project with Gaoxuehua and Donghua Engineering. The original owner of the project was Shaanxi Binchang Mining Group Co., Ltd. On November 19, 2014, the 300,000-ton coal-to-ethylene glycol project of Binchang Mining Group was officially transferred to Shaanxi Weihe Coal Chemical Group Co., Ltd. The project construction includes the main facilities such as gasification units, purification units, and ethylene glycol synthesis units, as well as auxiliary facilities for water supply and drainage, desalination stations, power supply, heating, and fire protection. It also encompasses storage and transportation systems, as well as environmental protection measures such as waste gas treatment, wastewater treatment, and solid waste disposal. Upon completion, the project will have an annual production capacity of 300,000 tons of ethylene glycol; the by-products will include 17,576 tons of crude DMC per year, 5,336 tons of DMO reconstituted fractions per year, 5,920 tons of fusel oil per year, 13,440 tons of light fractions per year, 6,048 tons of heavy ethylene glycol fractions per year, and 4,321.6 tons of sulfur per year. The total investment for the project is 5.495 billion yuan, of which 444 million yuan is allocated to environmental protection measures.
