On February 1st, a meeting was held to initiate the commissioning process for Line 1 of Inner Mongolia Yigao Coal Chemical Technology Co., Ltd.’s 240,000-ton per year coal-to-ethylene glycol production project. It is reported that the overall commissioning plan for the project is as follows: on March 4, the ethylene glycol decarboxylation unit will be fed with syngas from the methanol plant, with the goal of producing high-quality ethylene glycol from the distillation unit by March 18. It is reported that the meeting decided to establish a commission for the commissioning of Line 1 of the ethylene glycol project at Inner Mongolia Yigao Coal Chemical Technology Co., Ltd., with General Manager Liu Xinchun serving as the chief commander and being fully responsible for the commissioning process ; Zhang Huifeng, the general manager of the ethylene glycol project, serves as the executive deputy commander, responsible for implementing the decisions of the chief commander and overseeing the organization of the commissioning process ; Sun Fumin, Su Wanjiang, Du Yaochun, Liu Qishi, and Shao Weixian serve as deputy commanders, responsible respectively for production technology during the testing process, maintenance of mechanical, electrical, and instrumentation systems, logistics support, HSE, and ensuring the smooth progress of the project. The command post has 12 teams, each of which carries out its tasks under the leadership of a respective deputy commander. The meeting clarified the responsibilities of the chief commanders, deputy commanders, and various teams in the testing process. Meanwhile, the Production Department plans to complete all the work related to the installation of utility systems by February, the purging and commissioning of steam tracing pipelines, the individual testing of equipment as well as the combined testing of the systems, and the steam cooking and cleaning/purging of various units, in order to make all the necessary preparations for starting up the plants at the beginning of March. At 2 p.m. on January 30, the intermediate handover ceremony for Line 1 of Inner Mongolia Yigao Coal Chemical’s 240,000 tons per year syngas-to-ethylene glycol project was held. The ceremony began with presentations by Hangzhou Zhongtai (the general contractor for the syngas separation unit), Shengyu Group (the general contractor for compressors), Nanjing Fire Protection (the general contractor for fire protection systems), and Shanghai Libert (the contractor responsible for the civil work and installation of the ethylene glycol production facility) regarding the completion status of the project construction and the list of remaining tasks. Since some of the remaining tasks had not been completed by the end of January, this handover was carried out on a basis of transferring those unfinished tasks. The remaining work related to the project will continue to be handled by the respective construction units within the specified time frame, with the Engineering Department of the ethylene glycol project responsible for ensuring progress is made. Given that the ethylene glycol plant is scheduled to start chemical feeding at the beginning of March, and the various units in the production system will begin commissioning work starting from February, this handover will be a one-time transfer from the construction party to the owner’s production unit. The project team for the ethylene glycol plant and the company’s production and operation team will sign together on the interim handover certificate. The 240,000-ton ethylene glycol project of Inner Mongolia Yigao Coal Chemical Technology Co., Ltd. has a total investment of 1.278 billion yuan, and is located in the Dalu Industrial Park in Zhungeer Banner, Ordos City, Inner Mongolia. It is planned to be fully completed and put into operation by October 2018. This project is an upgrade of Yigao Coal Chemical’s existing methanol plant into an ethylene glycol plant. Building on the existing methanol plant, without altering the coal handling, gasification processes, or most of the utility systems, the existing gasification unit is used to produce syngas; the methanol synthesis process is then converted to ethylene glycol synthesis. Some of the existing production units are modified, and a new plant for the purification of CO and H2, as well as for ethylene glycol production, with an annual capacity of 240,000 tons, is constructed. The project utilizes the patented technology for producing ethylene glycol from syngas developed by Shanghai Pujing Chemical Technology Co., Ltd., with the engineering design carried out by Hualu Engineering Technology Co., Ltd. Eego Company was established in June 2005; it was originally named Inner Mongolia Sanwei Coal Chemical Technology Co., Ltd. In November 2008, Eego Environmental Protection Investment Co., Ltd. acquired and restructured Inner Mongolia Sanwei Coal Chemical Technology Co., Ltd. In 2015, Eego Coal Chemical Technology (Inner Mongolia) Co., Ltd. acquired shares of Inner Mongolia Sanwei Resources Group. Currently, Eego Environmental Protection holds 70.1% of the shares, while Eego Coal Chemical Technology (Inner Mongolia) Co., Ltd. holds 29.9%.
The former Inner Mongolia 3D Coal Chemical Technology Co., Ltd. was the predecessor of Yigao Company; it was actually established through the transformation of the original 3D coal chemical project. The total investment in facilities for decarburization, hydrogen separation, and ethylene glycol production amounted to 1.278 billion yuan, with an ethylene glycol production capacity of 200,000 tons. The price of ethylene glycol was not too high, so there were no difficulties in putting the Shanghai Pujing ethylene glycol production facility into operation. The handover took place in mid-February; after production started, system debugging work began, with completion planned for March 4. After introducing syngas, high-quality ethylene glycol would be produced by the 18th. Overall, it seems that the timeline is quite tight; there’s also the Spring Festival holiday in between. With less than a month available for testing, things are rather challenging, and given the low temperatures in the northwest, it’s likely to be even more difficult.
